Bug Description
Noting that the IDL field doc (e.g., see Local Administration -> Field Doc) can be used to supply tooltips in the Patron Registration form (e.g. by adding an entry for class "IDL User" and the chosen field. However, unless I'm missing it, this isn't mentioned in the documentation.
