record match sets type does not populate when creating a new set

Tested in local 3.8 test install and EOLI 3.8 test server (https:/
From Cataloging > MARC Batch Import/Export > Record Match Sets > New Match Set, the Record Editor: Record Matching definition Set dialog does not correctly display the list of Match Set Types. The drop down appears empty, although a blue bar displays over where text would be. Clicking on one of the blue bars will populate the field with a value.

Confirmed in 3.9 as well - the typeahead still works, so you can type 'biblio', 'serial', or 'authority' and it will save correctly.
