Bug Description
For 3.8
During creation of holdings templates, it is helpful to be able to create templates for all libraries without using separate logins. With 3.8, the ability for catalogers to see shelving locations for all libraries in their system has been lost. This means that catalogers cannot create or edit holdings templates for owning libs other than their own workstations if they need to include a shelving location.
