Angular Catalog: Modify Holds allows choosing invalid pickup location

When modifying holds in the angular catalog, the pickup library can be changed to an org unit that cannot be a pickup library.

A fix for related bug 1908743 has been released which addresses these same issues on the place hold screen. A similar fix needs to be applied to the modify holds screen.

To reproduce:

- Search the catalog and place a hold
- Return to the record and click the View Holds tab
- Select your hold and choose Actions -> Modify Hold(s)
- Open the Pickup Library dropdown and note that any entry in the org unit tree can be selected and applied successfully
