Angular Staff Catalog does not observe Custom Org Unit Trees or Org Units Do Not Inherit Visibilty global flag

Bug Description
In the traditional catalog, Custom Org Unit Trees as configured in Server Administration are used in the org unit selector. Also, with the global flag "Org Units do not inherit visibility" set to True, OPAC visible descendants of OPAC IN-visible org units DO display.
The angular catalog org unit selector does not observe Custom Org Unit Trees.
In our consortium, we hide system level org units that have only one branch to streamline the selector and avoid confusion while searching. The selector in the staff catalog should consult Custom Org Unit Trees and "Org Units Do Not Inherit Visibility" global flag.
