Home library is dropped when searching by regional library

Bug Description
When searching in the OPAC by library branch the preferred branch that is set in the library account shows at the top of the search. If you change the search to the regional library system the preferred branch disappears from the top of the search page. See the attached screenshot for better explanation.

P.S. The history of this bug looks odd because I got kicked out of launch pad and somehow mixed up two tickets.
