Bug Description
In the XUL Client you could set the Fields that showed in the Holding Editor in the Edit Holdings at a Consortium, system, and Branch to effect all workstations. Currently the Holdings Template Editor Default Settings can only be set on a Workstation.
There needs to be a way to set these either on a branch, system, or Consortium level to maintain consistency within a library.
