Emergency closure handler doesn't send out emails to affected patrons

Bug Description
When the emergency closure handler extends a due date, it should also email the patron to let them know about the new date.
Jeff Davis is looking into this, and said that he should be able to share a trigger. :-D Thanks, Jeff.

Just to piggyback on this a little. I helped setup a trigger event today using the checkout. due.emergency_ closing hook.
The event does fire off, but it will only work if the definition is owned by the top level org unit, even if you only process the emergency closing at a specific branch, it looks for the trigger to be owned top level.
Other than that, I was able to get the trigger working without issue when emergency closings were processed.
