Cannot delete a distribution formula once it has been used

Bug Description
I've found that once a distribution formula has been used, I can't later delete it. In Acquisitions Administration>
Users should be able to delete distribution formulas later if needed. I'd also be fine if distribution formulas had an active flag, and those flagged as inactive didn't show up in the drop-down lists in POs. If we went that route, there should be a filter on the Distribution Formulas list for Active?.

This is still an issue in 3.9.1. Users are having to rename a distribution formula that is no longer used to something like "Do Not Use" so they know not to select it from the drop-down menu. We would be happy with either deleting no longer needed formulas outright, or using an "active" flag so they don't appear in the drop-down menu and can be filtered out of the Distribution Formula list.
