Evergreen Self Check Doesn't Block Checkout on New Alert Messages

Bug Description

Evergreen 3.2.2

This bug is in regards to Evergreen's Self-Check interface. For SIP Self-Checks, see LP Bug #1807954.

Items with a new-style item alert are not blocked from checkout in Evergreen's self-check interface, https://HOSTNAME/eg/circ/selfcheck/main.

Items with an old style alert were blocked with the following message:
"Unable to check out item [barcode]. Please see staff."

After consulting with our self check libraries, the libraries prefer that an item alert not block a check out. It would be helpful if this bug is resolved that there be an option (probably a Library Setting) to block or not block the check out of an item with an item alert with the ability to set it at the library depth.

I believe this is a bug that should be considered since it's something the old Selfcheck used to do. I see that it does still check if there's a suppress set for the alerts, but then it doesn't go on to actually do anything else if there's an alert, so items can freely be checked out on the Selfcheck without worry if there's an alert or not.
