Better integration of Billing and Overdues with Booking

1) System to show billed amount at the time a reservation is returned

Use Case = Jane Booker, a circulation assistant, would like to see if a reservation has overdues when the reservation is returned. Then she can immediately tell the patron if there are outstanding fees.

2) System to show overdue amounts before a resource is returned (similar to circulating items) and to generate overdue notices for overdue reservations.

Use Case = Jane Booker would like to be able to tell a patron what the outstanding fine is on a currently out overdue reservation, in the same way she can for circulating items. She would also like the system to generate booking overdue notices, both in email and for printing.

3) System should not allow pickup of resources if the patron has exceeded fines amount.

Use Case = Jane Booker is shocked to discover that a problem patron with maximum fines, was able to pickup a reservation without the system blocking her.

The system should block the patron from picking up a reservation if s/he has reached maximum fines, with an option for Jane Booker to override as necessary.

4) System should provide more detailed information in the billing screen, to show resource type and resource barcode.

Use Case = Jane Booker tries to explain to John Patron what a particular bill is for and all she can tell him is that is for a reservation, Type = reservation.

Instead, she would like to be able to give John Patron the particular resource that the bill was for.
