You can't change a line item detail's fund if the line item is selector-ready or order-ready

Bug Description
Tested in 3.1.2 and 3.1.6.
Steps to recreate:
1) Make sure you have some funds. (Administration > Acquisition Administration > Funds)
2) Create a line item. The quickest way might be to do Acquisitions > New Brief Record and add it to a new selection list.
3) Click on Copies (0) and add a new line item detail with a fund, circ modifier, and other information to your choosing.
4) Save your changes and click Return.
5) Use the Actions menu to "Mark ready for selector" OR "Mark ready for order".
6) Acquisitions > General Search
7) Search for your line item (an easy way is to search for LI - State: order-ready or selector-ready)
8) Click on Copies (1).
9) Note that the Fund field is empty. When you start typing, it doesn't list any of the available funds.

BTW: this is a huge annoyance for us and makes the "Mark for Selector" and "Mark for Order" processes extremely time consuming for us, because the selector and order person often find themselves wanting to change funds on items that their colleagues have sent over.
