Can't edit volume when opening Volume/Copy editor from Action/Update Barcode on purchase order

Bug Description
Evergreen 3.1.6 (web client)
Steps:
Opened purchase order.
Opened action menu for a lineitem.
Chose "Update Barcodes"
Volume/Copy editor opened but call number was grayed out; couldn't edit fields in that area, except for barcode field.
What I expected to happen:
As in XUL, following the same steps, I expected the call number field to be open for editing, as well as the field for a monographic part.

Following the steps noted above, I was not able to recreate this on our 3.1.8 production or 3.2.4 test systems. I tested with line items in an on-order and received status.
