Web client: Acqusitions interface is bugged when using dropdowns

The issue is using the dropdown menus located in different places. One is in the item notes/item alerts on a line item within a PO. Another place is in selection lists. See attached.
When you click the button to trigger the dropdown UI widget, you will see the widget for about 1 second and then it removes itself from the UI. It has been confirmed on Chrome with Hatch installed. I was able to fix the issue by deleting all of the data in C:\Users\
It doesn't happen right away. This is an odd one. It seems that you have to use the interface in some capacity before it starts to exhibit the behavior.

I wonder if this is fixed now in 3.2+ from bug 1750894 ?
