Wishlist: Prevent patrons' personal information from being revealed in on-order MARC records

Bug Description

Our selectors often type notes into our book vendor's system, which can then be viewed in the 981$z field of our on-order records. Unfortunately, some of those notes contain personally identifying information (e.g. "Place a hold for Patron Name"), which are then visible in the MARC View in the Public Catalog.

Our acquisitions team works hard to catch this personal information before it hits the Public Catalog, but it would be nice to have a way to be more confident that these data aren't revealed. One proposal:

* In opac/parts/record/extras.tt2, add a new type of value for the "hide" entries in the extras array (e.g. hide => on_order). This way, libraries could hide the MARC display in the public catalog only for on-order records.

Granted, it might be difficult to establish exactly what an on-order record is. Thoughts?
