3.0 beta, confirmed. There was one instance where a page refresh changed the Folders dropdown display a bit -- it appeared to have both up/down arrows, and didn't dropdown but only showed a single line at a time. Another refresh returned it to normal, and I wasn't able to get that to happen again so it must have been a reload error or something.
