Bug Description
The issue came with version 2.12. Related to 2.5.1 at https:/
Due date on OPAC is one day off for items checked out in time zones lagging the computer's time zone. For example, items checked out in Pacific Time zone with due date of 7/22 are displayed due on 7/23 on a computer in Mountain Time Zone.

Just a note on this, there is code in an internal working branch that addresses the opac due date display. Since this is integrated into a large effort to handle timezone differences in timestamps, my hope is to get the whole thing in for 3.0, but failing that, I can break of this one part in the worst case.
