Bug Description

Evergreen 2.11+

As a result of bug #1588948, authority record changes are only propagated to linked bib records when the change results in a modified authority.record_entry.heading value. Since this value is normalized, stripping punctuation and lower-casing values, any punctuation or case-only changes to authority records fail to propagate to linked bibs.
