Use Case:
ACQ lineitem is created to order a copy of an English language DVD. Vendor sends a copy of the Russian language DVD instead. Library decides to keep the Russian copy. Librarian would like to move the lineitem and all linked call number / copy objects from the English bib to the Russian bib.
It's possible to move the holdings to the alternate bib record using existing staff client tools, but it's not possible to move the lineitem. Ideally, staff could do both in a single action.
Proposed Work Flow:
1. Staff locate the target bib record and mark it as an order transfer destination. (Similar to holds transfer).
2. Staff locate lineitem in PO display, then use a new transfer command to transfer the lineitem to the previously selected bib record. (This should probably display a warning about which title is being transferred to, and maybe an option to enter a lineitem note).
3. On the back-end, the lineitem is pointed at the new bib record. If real copy/call-numbers exist for the lineitem, they are migrated to the new title.
My assumption is that no holds should be transferred. Any holds that existed on the original bib record were intended for that record, in this case the English DVD. Transferring those holds to the Russian DVD is probably not what we want.

Regarding the final assumption, that is probably true for language differences, but for things like form, edition, etc, I think that would not hold.
Question for all: is getting the wrong language version of an item the most common mistake a vendor would make, or would a different edition or item form be more likely?
