I have changed the bug summary to reflect the more serious problem of inaccessible bookbags.
The uri_escape issues should be moved to a different bug if they pop up again. I caused one of these myself on my development server with some bad code changes. However, we have seen it rarely in the logs on production where those changes never made it.
