CreateSecurityGroup without GroupDescription breaks DescribeSecurityGroups

Bug Description

I've made a CreateSecurityGroup request specifying only the GroupName parameter but not the GroupDescription one. Apparently the request succeeded, but after that I wasn't able to successfully run DescribeSecurityGroups anymore, the request just hangs till the HTTP timeout.
