Bug Description

Mark Rivers reports the above error message on his WIN32 IOCs that use a Prosilica camera library. That library creates its own threads, which call Mark's code resulting in the above message from the epicsThreadGetOsiPriorityValue() routine the first time he uses some routines from the libCom API.

It appears the WIN32/osdThread.c isn't up to date with the current windows scheduling priority values, documented at
