prevent single apps to make the system freeze

Bug Description

I use this system at work and have many apps open. It happens again that the system freeze, i can barely move the mouse, it don't reacts to clicks or keyboard input. I HAD TO SHUT IT DOWN BY PRESSING THE POWER BUTTON!

THE OS SHOULD NOT FREEZE! ONE SHOULD ALWAYS BE ABLE TO REBOOT OR SHUTDOWN THE SYSTEM!!!

this happens too often. on different hardware. eihter i'm broken or just system.
