Bug Description
I am running Loki Beta as a Life Session user from a USB stick on a HP Spectre 360 laptop. I am unable to change the screen brightness using the dedicated keys on the keyboard (sound control and network disable buttons work fine). I am also unable to change screen brightness via the settings power menu - although I can change the position of the screen brightness slider, no change takes place. There is a message band atop of the power settings section saying "some settings require administrator rights to be changed" with a "lock" button on the right hand side. The button is not functional.
Additionally, the bug reporting app cannot be started. Instead an information screen is displayed stating:

All other apps and devices seem to work fine. I am running eOS Freya as the main OS on this computer and I don't experience any of those problems. I also recently ran life sessions of Ubuntu 16.04 and Fedora 24 and I was able to adjust screen brightness.

Update: When the system is started while plugged in the mains, the screen brightness can be adjusted both via the keyboard and the settings slider. However, the "some settings need administrator rights" remains and the bug reporter still cannot be started.
