Installer: keyboard layout should be changed at the very beginning

Bug Description
The Keyboard layout is not changed until. This is an important issue when the user is installing the OS in other languages such as Spanish or French and tries to insert the password for the Wifi conenction or for the encrypted installation. In the second case, this is critical because if not noticed, the user may be installing the system encrypted with a password which is not the one wanted as he has no mean to check what is being inserted.
Thus, the keyboard layout should be the second option to be choosed AFTER the installation language not only when creating the users.
