Middle click on title bar (minimize window) is not working on few applications

Bug Description
Usually I used middle click for minimizing active window. But for some applications in elementaryOS, i.e. Scratch, Pantheon, Noise, it's not working. So the workaround I did is right click and choose Minimize or just click outside the window.

I also find that the middle-click to minimise/lower doesn't work. Tried editing through gsettings and dconf-editor (noticed that some of the options listed in gsettings dont show up in dconf-editor as well) but nothing seems to change.
