Shutting down the computer does not respect multiple users.

In Freya, when I have one or multiple users logged in, I'm still able to shutdown the computer. If any of the users had any work in progress, it would then be lost. This is possible trough the standard shutdown menu while logged in (privileges don't matter,) or trough the lock/login screen. I tested this using 1 standard account and 1 admin account.
