Eclipse fails during startup in Ubuntu 17.10: "No more handles"

Bug Description
I have tried both Eclipse 3.8.1-10 (Neon) from the Ubuntu distribution and the latest Eclipse Oxygen.
Both end up hanging (becoming none responsive) while the splash screen is still showing.
Broken things

1. The splash screen appears in the top left corner instead of the center of the screen.
2. After a few seconds the splash screen changes to a zoomed in version of the top left of the full splash screen.
3. (With Neon) A bunch of GTK warnings are emitted. Many are similar to the following:
(Eclipse:23921): Gtk-WARNING **: Negative content width -6 (allocation 1, extents 4x3) while allocating gadget (node toolbar, owner GtkToolbar)
And there are a couple of others not related to negative content sizes.
4. Finally the message "Gdk-Message: Unable to load hand2 from the cursor theme" is emitted after which clicking the splash screen or its icon in the dock results in an "application is not responsive" dialog.
5. (With Oxygen only) a message box appears saying there has been an error and to look at a log file. I'm attaching the log file.

Who gets to decide the bug's importance? In my view this is critical as Eclipse doesn't run at all which makes developing for 17.10 very difficult.
