Bug Description
The panel is locked. The right-click context menu options for panel applets to "Remove from Panel," "Move," and "Lock to Panel" are grayed out. I can't move them around or add new applets to the panel. I'd like to the Force Quit and capslock indicator applets. I don't know how to unlock the panel. It isn't locked in the regular distribution of Ubuntu 10.04.
