Bug Description
hi,
as the ADC spec states - "Hubs must check that a specified address corresponds to what the client is connecting from to avoid DoS attacks and only allow trusted clients to specify a different address." - i'd like to be able to specify a different IP when i'm op.
currently it answers "Wrong IP address supplied." and disconnects me.

Well I don't think ops should be let to do this since somebody might use this for malevolent purposes. It would be very easy for malevolent ops to run simple nuke CTMs to all the users this way.
