Applications and Drawers cannot be dragged into basic drawers

On Ubuntu 16.04 when I drag an application or drawer to the right out of the Unity launcher, it keeps a vertical line in the launcher at the height of the icon indicating its position when it is dropped.

When I drag it back into the launcher, it will shift apart other icons including drawers making it impossible to draw it onto a drawer to place it there.

Dragging and dropping into an open drawer does nothing.

(Dragging and dropping a file from a file manager window works as expected.)
