any icon can not drag&drop from dash to a drawer

Bug Description

I would like to drag&drop some app-icons to an new, empty drawer from dash, but when I moved the icon from dash upper the drawer window and released it then the icon moved back to the dash.

I’ve noticed this with a few things System Monitor (gnome-system-monitor.desktop), Software Updater (update-manager.desktop) and Displays (unity-display-panel.desktop). It’s hard to see what they have in common though.

I would like to add some simple application like QjackCtl, Qsynth, etc.
