Bug Description
The DL requires an additional configuration item to specify the email address of a nominated FOI Officer, who would receive an automatic email (triggered by the DL but 'from' the relevant Librarian) whenever a document is submitted/approved to the DL that has an FOI topic assigned to it. If the FOI officer then has any comments to make on the submission, they can contact the Librarian by email simply by replying to the message.
(Without this functionality, the FOI Officer won't be aware of new additions to the FOI page until they go live).
