Bug Description
It should be possible for multiple docks to "manage windows without launchers".
I would like to have a Dock on the bottom of each of my monitors, with each dock managing the windows that are shown on that display. Currently only 1 dock is allowed to manage windows without launchers, even if the docks are on different screens.
Prior to docky I'd place a panel on the bottom of each monitor with the Window List applet. Window List automatically displays only the windows on the current monitor if a window list exists on the other screen.

While I wont mark this bug 'WontFix', I should tell you that it probably will not be implemented. We designed Docky from the start so that it assumed 1 dock managed windows. The amount of code that assumes that is quite large and this is thus a very non-trivial feature to implement. Add onto that the fact that (from what we can gather) the userbase that would appreciate such a feature is a *very* small percentage of our users and I won't lie - this is at the very bottom of our priority list.
We do however welcome community branches so if you (or anyone else interested in this feature) can program and get bored, feel free to figure it out. ;-) In that case we will be more than glad to answer questions and help you out, but we will not code it ourselves.
