Bug Description
Filing-station should double-check that there is not an existing regexp in the database that matches the ticket it is about to file as crude/refinery may have been run a while ago and a bug filed in the meanwhile.

This is already done in reformer, but making sure it's an API call and repeating it in filing-station, if necessary, shouldn't be a problem
