Bug Description

Satellite repo names are hardcoded in:
  https://opendev.org/openstack/diskimage-builder/src/branch/master/diskimage_builder/elements/rhel-common/pre-install.d/00-rhel-registration#L25
  https://opendev.org/openstack/diskimage-builder/src/branch/master/diskimage_builder/elements/rhel-common/pre-install.d/00-rhel-registration#L28

Red Hat Changed the repository names with Satellite 6.11.

    Note: With Satellite 6.11 release, the Satellite Client repository replaces the Satellite Tools repository.

    Enable and sync the Satellite Client repositories in the Satellite 6.11 and above.
