One possibility is bad requirements files specifying urls not versions.

This is something other openstack projects are specifically doing and apparently not doing it is blocked on infra stuff, so adding -infra to the bug.

I have assigned this bug to Monty as I don't quite understand how Infra tooling can prevent the current use cases for direct tarball dependencies. Hoping that Monty can update the bug at the very least.

I believe we no longer have tarball links in reqs.
