Bug Description
I am using Ubuntu Budgie. I use it on my work laptop and home laptop. I don't understand why and I would like to get the icon back. But on my home laptop, there is no fish icon. Instead, there is a clipboard icon. But on my work laptop, there is a gorgeous yellow fish icon. I love this icon. I would like to have it also on my home laptop. Both laptops use the same Ubuntu Budgie 18.04 except I recently upgraded Budgie on my home laptop to 20.04 and the icon is still a clipboard, not a fish. Diodon is 1.11 on both laptops.

I haven't had time to run Ubuntu Budgie to test this. The icon is depended on the theme and things might have changed there in Budgie.
So can you run the following command replacing MYTHEME with the theme you are using:
ls -lR /usr/share/ icons/MYTHEME/ > icons.txt
Attach icons.txt here and state what theme you are using. This might help in figuring out what needs to change.
