The upload process is unusably broken for large files - implement ftp/sftp uploads

Bug Description

Today I went to package a commercial app and found it contained only a text file, with the following contents:

"the "tar.bz2" versions of my app are not included here because i tried uploading the resulting 530 MB package on your website 5 times and it always, failed, most often with this error: http://pastebin.com/891CfMyk

please make a proper upload procedura via (S)FTP available."

Also included was a link where I could actually download the package.

This is not the first time I've had the upload process break an application - sometimes it will cut off mid file, without error message, causing a tarball with missing files to be on the server apparently fine.

This is related to a feature request from UDS-Q (See https://blueprints.launchpad.net/ubuntu/+spec/community-q-upstream-myapps):

Update "Browse / I will upload my app later" to support other workflows and large files: PPA link, some sort of large file upload option (eg browser tool, terminal command of what to paste), also nudge user about our requirements in the correct context
