footer floats over content in apps_dashboard

Bug Description

At https://software-center.ubuntu.com/dev/apps_dashboard/ , the page footer recently started sticking in place so that it covers part of the page content. At load time, it's at the bottom of the browser window, but if I scroll, the footer moves up with the rest of the page. This makes it difficult, for example, to click the checkbox for "show me published apps". In any case, the footer should either be a non-scrolling part of the page anchored to the bottom of the window, or a scrollable section below the regular page content (and thus off-screen until scrolling down).

It's easier to explain with screenshots.

I'm using chromium-browser 31.0.1650.63-0ubuntu0.13.10.1~20131204.1 in Ubuntu 13.10.
