approving on /dev/click-apps/<n>/changerequest/ does not work, if you didn't approve on /dev/click-apps/<n>/review/ beforehand

Bug Description

<dholbach> does anyone know why we maybe can't approve click apps right now?
                      (didn't work for mhall119 nor me -
                      https://myapps.developer.ubuntu.com/dev/click-apps/15/changerequest/)

This is a much larger problem in that the entire update process needs to be improved. It is currently completely manual with many points of potential failure.

In the case of click-packages you will need to ensure that you are using the changed details vs the original details as once you approve the app all of the changerequests will be automatically approved.
