Allow reviewers to change technical details after an app is published

Bug Description
Following up on the discussion on bug 1081504, my understanding is that when an app is published for a given release, the first time it is published for another release there needs to be a manual step in the admin UI to fix/add the new distro series. Without this step, which can only be performed by an admin, metadata such as the app's icon and screenshots is not present on apps.ubuntu.com and upon local installation by the Software Center.
This affects both commercial and Open Source apps, and it is due to the fact that the technical details of an app (package name, distro series, etc.) cannot be changed by reviewers once an app has been published.
So the purpose of this bug is to suggest making these details editable by reviewers even after an app has been published.
