Bug Description
As a new developer, when I add a commercial application (ie. price > 0) for the first time, I expect to be asked for my payment details *before* I review my details and submit it for review, rather than being allowed to submit my app for review only to then be told I need to additionally fill in some missing info.
We should have an extra step in the 'wizard' which is only visible when we need payment details entered.
