Bug Description
The CAA record type in designate has a limit of 1 [1] for the integer "flags" field, but per RFC6844 the flags field is an octet, with the only (currently) defined values of 0 or 128 (1 in the MSB).

This record should be fixed to allow all of the integer values between 0 and 255.
