zone status remains Pending for longtime(around 10 mins) during zone transfer

Bug Description
Steps to reproduce on ubuntu 18.04 devstack environment -
1. create zone (admin user and admin project)
2. create zone transfer request
3. change project(service) and user(designate)
4. create zone transfer accept request
5. list zone
If above sequence happens within 5 seconds, the zone listed will remain in PENDING state even-though zone is actually created in backend. You can check the zone status using "dig ANY zone_name @server_ip".
It is difficult to reproduce bug using openstack CLI, the better way is to use curl requests.
