Bug Description

Kolla-ansible, Queens

when running Designate I see that instances cannot use supplied via neutron/dhcp_agent.ini DNS servers. E.g. in dhcp_agent.ini:
[DEFAULT]
dnsmasq_dns_servers = 10.11.12.13,10.111.112.113

dnsmasq processes are given the list as --server options.

The name resolution works well with non-Designate clusters.
