DNS dashboard fails at reload

Bug Description

Being on Project/DNS/Zones page I clicked on a link attached to a zone name (screenshot_1), then pressed Ctrl+r and saw an incorrect page display with some {$ $} format template (screenshot_2). Reproduced on devstack master.

designate-dashboard is a horizon plugin. "horizon" launchpad is not a place to file a bug on designate-dashboard. I change the project to "designate-dashboard" launchpad.

So, the issue with deleting from the details page is present not only in designate-dashboard, but overall in Horizon Angular tables. It appears that is related to do with WEBROOT, since everything is ok for runserver (running without apache) and the issue is present only for Devstack apache environment.
