Bug Description
Description of problem:
When installing Ubuntu 18.04 in a server, with early installation initialization, below failed messages are seen -
a. Timed out waiting for device dev-disk-
b. Dependency failed for /subiquity_config.

Steps to Reproduce:
1.Install and boot into os.
2.The issue can be seen in OS installation initialization.
No functionality loss observed, installation proceeds fine.
