Thanks Kai Kasurinen, for associating this bug with its upstream issue at Debian. It seems like they're having an issue with some of the technology that pgadmin4 uses to install its Javascript bundles. pgadmin4 uses yarn to install its javascript bundles and debian already has a program named yarn that is a totally different thing than JS package manager.
