lists English as a downloadable language, while there are only en_GB/AU/CA templates as translatable ones.

Interesting. Should be a simple fix. If anyone's interested, I'd be happy to help out describe the procedure to fix this.

He really does mean "anyone", by the way -- Launchpad is open source (see http://dev.launchpad.net/), so anyone can help with this bug. (Just in case that wasn't clear.)
